2014 Partnership Awards and the CSLN John F. Murphy Memorial Award

The State of Rhode Island Office of Child Support Services proudly announces the 2014 recipients of the Child Support Lien Network Partnership Awards to Cincinnati Insurance Company and the Georgia Division of Child Support Services. The CSLN John F. Murphy Memorial Award will be presented to David Castagnola of the Nevada Child Support Enforcement Division.

 

Insurance Company Recipient - Cincinnati Insurance Company

 

Since joining the program in 2002, Cincinnati Insurance Company has demonstrated a strong commitment to helping children and families nationwide. CSLN processed close to 10,000 Cincinnati insurance claims and released over 4,400 matches to state members. Cincinnati's participation in CSLN resulted in an estimated $9.2 million in child support collections. In 2013, one single personal injury claim filed with Cincinnati Insurance Company resulted in a $265,000 child support payment to the State of Illinois. Illinois distributed this payment to two families, which covered the entire past-due support amount. It is our pleasure to acknowledge Cincinnati Insurance Company as a good corporate citizen and applaud their dedication to the child support community!

 

State Agency Recipient - Georgia Division of Child Support Services

 

Since joining the Child Support Lien Network in 2006, Georgia has been dedicated to its mission of holding parents responsible for the financial support of their children by exploring potential collection opportunities. In addition to insurance intercept, Georgia takes advantage of CSLN's Financial Institution Data Match (FIDM) module to help automate their bank matches. In the summer of 2013, Georgia allocated more resources to work their CSLN matches and collected an additional $1 million from insurance intercepts and bank liens. Their increased efforts and thorough use of CSLN's features make Georgia a worthy recipient of this year's award.

 

CSLN John F. Murphy Award - David Castagnola, Nevada Child Support Enforcement Division

 

In July of 2013, the State of Nevada rejoined the Child Support Lien Network, and Mr. David Castagnola was instrumental in making this happen. Involved in CSLN back in 2003, Mr. Castagnola recognized the value that CSLN matches had in Nevada. Due to budget cuts, Nevada was forced to opt out of the CSLN program. For ten years, David persisted and continued to rally support amongst his colleagues for CSLN. Through his passion and commitment to the child support program, he was able to convince the Division of Welfare and Supportive Services Child Support Enforcement Program that the benefit of participating in CSLN far outweighs the cost. In a short eight months upon returning to CSLN, Nevada collected nearly $225,000 from insurance intercepts. CSLN is very proud to recognize Mr. Castagnola for his continued support and commitment to the CSLN program. In our opinion, David goes above and beyond the call of duty and contributes significantly to the child support community.

The recipients will receive their awards at the 10th Annual Rhode Island Child Support Conference on May 22, 2014.
