2019 CSLN PARTNERSHIP AWARDS AND THE CSLN JOHN F. MURPHY MEMORIAL AWARD
The State of Rhode Island Office of Child Support Services is elated to announce the 2019 recipients of the Child Support Lien Network Partnership Awards to the Colorado Department of Human Services, Division of Child Support Services and Allstate Insurance Company. The CSLN John F. Murphy Memorial Award will be presented to Ms. Colleen Warren, one of Rhode Island's Office of Child Support Services very own.
State Agency Recipient - Colorado Division of Child Support Services
As a state member of CSLN since 2017, Colorado submits close to 70,000 delinquent obligors for daily insurance matching. Over the past couple years, Colorado, under the leadership and support of Larry Desbien and LeAnn Anderson, has processed more than 2,200 CSLN insurance claims collecting in excess of $2 million in past-due child support. CSLN commends Colorado for capitalizing on all opportunities to collect past-due child support, including its advocacy and backing of House Bill 18-1363, mandating insurance claim payment interception to assist with the collection of past-due child support payments.
CSLN is privileged to name Colorado as this year's recipient of the CSLN State Member Partnership Award.
Insurance Company Recipient - Allstate Insurance Company
CSLN and the insurance industry have had an enormous, positive financial impact on the lives of children and families across the country. In 2006, Allstate Insurance Company joined CSLN as a partial member, matching its claims with a few select state members. Recognizing the substantial financial impact it could have on families across the country, Allstate recently expanded its membership to include all state members of CSLN. Since then, Allstate's participation in CSLN has proven to be enormously beneficial to the children and families this partnership diligently serves. To date, Allstate has reported over 64,000 insurance claims potentially matching to delinquent obligors in CSLN. After performing quality assurance (QA), more than 19,000 qualified matches were released to CSLN child support member agencies, resulting in an impressive estimated collection amount of $28 million and counting. In recognition of these significant contributions and future support to so many children and families, CSLN is honored to name Allstate Insurance Company as this year's recipient of the Insurance Member Partnership Award.
CSLN John F. Murphy Award - Ms. Colleen Warren, Child Support Administrative Officer, Rhode Island Office of Child Support Services
The State of Rhode Island is not just the host state of the CSLN, but also its biggest champion. This year, we recognize Rhode Island's own Collen Warren as the 2019 John F. Murphy Award recipient. Ms. Warren has been a strong advocate of child support as evidenced by her enthusiasm and initiative towards the Rhode Island Office of Child Support Services Lien Unit.
Back in 2004, she became actively involved in CSLN and since, has become instrumental in furthering program development by collaborating with countless insurers to streamline processes and optimize collections. Some of Rhode Island's highest lien collections and insurance intercepts have been under Ms. Warren's care. This year, we recognize her dedication, commitment, and the timely responsiveness which facilitated matched claims over the past decade. Her exemplary and diligent efforts have generated thousands of perfected lien notices while helping numerous families collect long-overdue child support payments. The cooperative approach and sense of pride demonstrated by Ms. Warren while working with CSLN personifies the ideals, strong character, and spirit of the John F. Murphy Award.
