STELLARWARE CORPORATION ANNOUNCES CONTRACT AWARD FOR TEXAS MEDICAID ESTATE RECOVERY PROGRAM SERVICES

STELLARWARE CORPORATION ANNOUNCES CONTRACT AWARD FOR TEXAS MEDICAID ESTATE RECOVERY PROGRAM SERVICES

Stellarware Corporation has announced that it has been awarded a contract by the Texas Health and Human Services Commission (HHSC) to provide Medicaid Estate Recovery Program (MERP) services for the State of Texas through Stellarware's Medicaid Recovery Network (MRN) solution.

HHSC issued its Notification of Intent to Award to Stellarware on January 12, 2026, following a competitive procurement process initiated under RFP No. HHS0015404, released on December 31, 2024. The resulting contract was signed on May 6, 2026, and operational services began on September 1, 2026.

The Texas MERP initiative supports the recovery of certain Medicaid long-term care costs from the estates of qualifying Medicaid recipients, in accordance with federal and state requirements. The solicitation issued by HHSC sought an experienced partner capable of supporting data exchange, estate recovery operations, reporting, and program administration for the State's Medicaid Estate Recovery Program.

This award further expands Stellarware's long-standing partnership with the State of Texas. Since 2018, Texas has leveraged Stellarware's MRN platform for Medicaid-related recovery initiatives to identify reimbursable casualty claims through advanced data matching and insurer coordination. Through MRN, states can securely submit Medicaid recipient data that is then matched against personal injury and workers' compensation claims indexed by the insurance industry, enabling agencies to identify recovery opportunities earlier in the claims lifecycle.

Built as a fully integrated and highly configurable online solution, MRN combines advanced matching technologies, quality assurance protocols, and comprehensive outreach services to help states strengthen Medicaid cost-recovery efforts while improving operational efficiency.

"Texas has consistently demonstrated a strong commitment to innovative and fiscally responsible Medicaid recovery strategies," said Kelsey Boothby-Stewart, Director of Medicaid Recovery Network at Stellarware Corporation. "We are honored to expand our relationship with HHSC and support the State's Medicaid Estate Recovery Program through a modernized, collaborative, and technology-driven approach. Our team is excited to bring additional efficiencies, enhanced reporting capabilities, and process innovation to the program while supporting HHSC's important mission of protecting taxpayer resources."

The award represents another significant milestone for MRN, which continues to expand its footprint as states seek advanced solutions to address rising Medicaid expenditures and increasingly complex recovery environments. By leveraging secure data exchange, automation, and scalable recovery workflows, MRN is designed to help states identify recovery opportunities more efficiently while maintaining compliance with evolving federal and state requirements.

The Texas MERP contract carries an initial three-year term, with options for extension as outlined in the solicitation.
